Are DNA synthesis providers legally required to screen orders?

No jurisdiction reviewed in this dataset imposes a general legal duty on providers to screen synthetic nucleic acid orders. The strongest instrument identified is the United States OSTP/NSTC Framework for Nucleic Acid Synthesis Screening of April 2024, and it operates as a procurement condition rather than a direct obligation: federally funded purchasers must buy from providers that publicly self-attest to screening, so a provider faces no penalty for declining to attest — it simply becomes ineligible for that segment of the market. What is the International Gene Synthesis Consortium (IGSC)?

The IGSC is a voluntary industry association of commercial gene synthesis companies whose members commit to screening both order sequences and customers against a shared protocol. Membership is elective: a provider that never joins is not in violation of anything, and a member that relaxes its policy triggers no filing, notice, or penalty. That is why membership is a useful signal but not a guarantee, and why non-membership is not evidence of wrongdoing.

Why does this tracker say “not stated” instead of “does not screen”?

Because the dataset documents public disclosure, not company behavior. A provider can screen rigorously and never publish a page describing it. Recording “no” would assert a fact about internal practice that no external observer can verify from public sources. Every cell therefore reads “stated”, “not stated”, or “unverified”, and “not stated” means only that no public claim was found.
